1. Grind all ingredients from onion to salt to a fine paste.
2. Mix gram flour, pinch of salt, 1/4 tsp red chili powder and water to make a thick paste.
3. Heat 1 table spoon of oil in a pan. Add the ground masala paste. Fry on medium heat for a few minutes. Add the ground meat and cook on medium heat till done. Remove and cool.
4. Make small balls with the meat mixture, flatten them and dip in the gram flour paste.
5. Heat remaining oil in a pan and shallow fry till light brown and serve hot.
